Due to this change we have continued to run into problems with SCAC's when dealing with these modes. In an effort to try and report the actual SCAC and Carrier Name, and not 99M, we have been requiring the border agents (Mexico) to provide the information prior to our transmitting the EEI. This in and of it self has been a big undertaking because the feed back is always that they don't have the information till the last minute. That said we have had some luck with getting them to comply but then from time to time we have problems with the SCAC's.
Since we are both a forwarder and a broker we have the ability to query ABI (Customs Import System) to validate SCAC's prior to transmission. We have always done this but with the border crossing we seem to find a lot of SCAC's that are current and valid in ABI but expired or not valid in AES.
Just today we queried RLCA in ABI (Customs Import System) to validate it and get the actual carrier name. It came back as a valid SCAC showing "R & L Carriers" so queried the name to see if any other codes came back. The only one was RLCA... We then updated our file with RLCA and transmitted to AES only to have the shipment get rejected because the SCAC was expired. We then updated or EEI to show the Transporting Carrier as 99M and Conveyance Name to R & L Carriers and retransmitted. Once this amendment was done the shipment was accepted and we received or ITN.
My question is why does AES and Customs maintain two different carrier bases and how can you get AES fixed under both situations (invalid SCAC in AES but valid in ABI and an Expired SCAC in AES)

While we appreciate your efforts on the Census blog, you are doing a disservice to industry by simply instructing them to use your search engine to find their Schedule B. The correct answer is that you obtain your Schedule B # by applying the General Rules of Interpretation. There are all day courses on tariff classification, and to do it correctly (for anything but the simplest products) often takes years to master. While your search engine may be a tool or aid in the classification process, by no means should you be instructing industry to classify their products using your search engine. This is not what the REGULATIONS THEMSELVES (Schedule B / HTSUS) state.
I have a question that ties in with this post -
I worked as an enumerator for NRFU and am now working as an enumerator for NRFU VDC, as I am driving from AA to AA I hear lifelock commercials that essentially accuse the Census operation of fraud and mismanagement of PII, mainly on Rush Limbaugh's show, but also on a few others. Limbaugh has a 20,000,000 member audience but I have never heard anyone from the Census Bureau refuting any of his claims.
I think pretty hard about that when I then have to go from house to house to find a proxy for a vacant because people won't give me a name and phone number because they are scared we are going to lose or sell their information, or because they listened to Glenn Beck when he told them that all they have to provide is a population count and it is unconstitutional for us to ask for anything else. I know that over the course of the two operations at least 20 people have refused information because of that reason. It is especially irritating when the enumerator manual says that a respondent has the right to refuse any information but then we are sent right back out in the field with with the EQ because a respondent has refused a phone number when the chances are that the proxy won't be able to provide the same level of information. (For that matter how are the Amish getting counted if no EQ can be completed without a phone number)

We have received two forms, at the same address, after the first one was filed with all 10 questions completed. Our Daughter also received additional forms at here address after she completed the first form and mailed it back. All the forms have the proper form numbers and seals. Why the waste of tax dollars in not managing the mailing lists properly?
What about those individuals who don't have a phone? My neighbours do not have a land line nor a cell phone so they left the questsion blank. Now Census is going to send someone out to bother the eldery because they can't afford a phone? What a waste!
I was appalled today when I tried to get another copy of the census questionare because the first one was destroyed in the rain and did not know the codes on the form. I informed the represantive and his supervisor that the questionaire was destroyed and I would provide them with all the answers necessary for a replacement in order to eliminate the extra cost of extra mailings and the physical visit of a census official. The response from the representative/assistance was the repetition of the questions on the questionare (even a robot would have been more helpful) and when I asked for the supervisor, the supervisor continued with the same ridiculous responses by reading the questions to me. When I requested to speak to someone above the supervisor or get a name or a phone number in order to resolve the replacement of the questionaire, I was rudely told that he could not help me and actually hung up on me. I will try and reach the director and let him know that the current process wastes a lot of our hard earned money.

Scariest game i've ever played. I'm on my second playthrough and the game still happened to catch me off guard.

I really really liked reading your post. An awful lot of the people with websites are filled with poor quality stuff, but you appear to be familiar with exactly what you're communicating about. Hopefully you will have more content and I will be back to check it out.

Use of the internet and reduce the short from to how many people live at this residence would increase response and reduce cost. I sent my form in with just that first question answered and still had numerous in person followups. Obviously I was only going to answer that first question so the followup was a waste of time and money.

I love the sound of all of your plans and its a terrific strategy to make it into 1 massive adventure for the women. (first remark but been a lurker for the couple years!) Incredibly exciting.

Hmmm...thought this five-point question from a recent exam of mine would supplement the previous Comments well:
3. For each of the following, determine whether discrete-type (D) or continuous-type (C) numerical data result from it. (Circle D or C.)
(a) Time: D C
(b) Rate of speed: D C
(c) Number of persons: D C
(d) Amount of something: D C
(e) Number of something: D C
Now, it would be hard to believe someone at the Bureau
would consider the answer to Part (d) to be D, but, unfortunately, that's just what the sentence "This mismarking would result in responses that double the amount of circles" indicates...

We have received two forms, at the same address, after the first one was filed with all 10 questions completed. Our Daughter also received additional forms at here address after she completed the first form and mailed it back. All the forms have the proper form numbers and seals. Why the waste of tax dollars in not managing the mailing lists properly?
What about those individuals who don't have a phone? My neighbours do not have a land line nor a cell phone so they left the questsion blank. Now Census is going to send someone out to bother the eldery because they can't afford a phone? What a waste!

I was appalled today when I tried to get another copy of the census questionare because the first one was destroyed in the rain and did not know the codes on the form. I informed the represantive and his supervisor that the questionaire was destroyed and I would provide them with all the answers necessary for a replacement in order to eliminate the extra cost of extra mailings and the physical visit of a census official. The response from the representative/assistance was the repetition of the questions on the questionare (even a robot would have been more helpful) and when I asked for the supervisor, the supervisor continued with the same ridiculous responses by reading the questions to me. When I requested to speak to someone above the supervisor or get a name or a phone number in order to resolve the replacement of the questionaire, I was rudely told that he could not help me and actually hung up on me. I will try and reach the director and let him know that the current process wastes a lot of our hard earned money.
